AI Will AI actually think better on harder settings? Or will the stats be stacked instead?

As the title says, what will medium, hard and other difficulty settings do.
Do the give:

Statistical Advantages to the computer - such as their destroyers having more hull points than the human players
Intelligence adbantages to the computer - the computer knows where you are and what you are doing
AI routine advantages to the computer - the computer actually thinks better at higher levels and is capable of complex strategies.

Supposedly the computer just plays more competently on the harder settings. It doesn't cheat in any way, shape, or form.

And, while ATM the "more" competently is exactly accurate (as opposed to competent period ) supposedly the AI overhaul will help fix that. We just didn't get it in this beta, they had other things that needed finishing first.

If you give the current AI a head start it does do pretty well for itself. You will still beat it, but the battles become more fun.

Do not attack it until it reaches tech level 15. I usually screw around fortifying a few worlds, and shrugging off attacks until i see insurgents start popping out of the woodwork then i go ballistic with the can-o-whoopass. By that time the AI is attacking with more than just piecemeal forces.

I played a 1v1 vs a HARD Vasari AI, not once did it try to rush my home planet with a fleet, and I had very minimal defenses, the Pirates actually did more damage to me overall. It was sad...
