Yeah, but all these advanced races are likely using optical systems instead of electronic systems. They would be very resistant to EMP attacks. In fact, our present technology is getting close to going optical (or at the very least combo optical/electronic).

Also, don't forget that magnetic shielding is possible with today's tech. Although I must admit I am not sure just how effective this type of shielding is against close range nuclear EMP.

hardening is far easier and more effective
frankly magnetic shielding will probably create its own problems, and at the very least its not going to be powerful enough to divert an EMP
