If the new admin account work. that shows that your original admin account is corrupted. Than, you might need to move to your new admin account moving forward or fresh reinstall your Windows.

I have not created a new admin account; I will force uninstall and remove all registry entries and start fresh.

Any specific reason, you're not trying to create new admin account route?
On your question, yes you can try to use your backup setting from another system. It might or might not work.
