Mining Starbase still shows 0.2 resource production

Hey guys,

Is there anything I'm missing?

Researched all mining tech all the way to the lossless mining, but all my star bases still show only 0.2 resource production, what gives?

Verified all files also.

No mods, but fixed the problem by fully uninstalling GC3 and then re-installed it.  Thanks for help.
