Yeah your right I've just started a new game and same problems.  It looks like if your trying to culture flip 1 AI it counts for all of them.  I also got ther sme problem again wherr the rebellion counter went past 100% and started again at 0%.

So looks like you cant culture flip planets in this patch (just to clarify both occasions I was flipping the second planet in my home system so I dont know if these happens outside your home system).

Have this been addressed?  I felt in the 1.9beta game I started I was getting too many warnings from the AI about influence when I wasn't near their star systems, nor had I put a starbase in their system.  I just started 1 game in the beta, so I don't know if it was that one game or a persistent issue that has been addressed in 1.9
