your comparing a default unit against a unit that requires a additional building and is unique to the faction. Additionally wolves cannot wield any weapon so have limited damage. Also there is some trade off of power between single vs multi dude units. A multi dude unit loses power as it becomes more injured. A single dude unit will do full damage no matter its hp. Given that the wolves cant wield weapons this can mean quite a bit if you don't have healing. Also while the unit build costs are close the wolf is more expensive by a small amount. Granted if your production is high you wont notice the difference. Zero logistics is also relatively balanced given that your logistics is entirely tied to your number of cities when playing frozen. Early on in a game your logistics will be quite limited and your starting units are exceptionally weak. Some tiny maps you will never have the cities to match other sovereigns logistics.

This is good feedback though.

In our next update, we have changed this unit so that you have to have a horse resource to build it too (it's probably best not to think too deeply what the horse is for).

About weapons, I do have 3 cities one of them level 9 and fairly strong army yet I can`t craft any weapons yet

Recipes yes, wouldn`t post it if it was about materials and yes I do have libraries, scribes and jewelers built in all cities but bows are only weapons I can make. Guess I was unlucky on recipes
