It would be nice if you could convert a starbase over to another type with some carry over.
For example when I first start attacking things I usually create either Culture bases or Military.
But then after I settle the area, I want/need economic bases and often I've put a lot into the existing bases to keep the safe (all the military (non-military) base upgrades.
It would be nice if you could carry those over, and/or even get some rebuild capabilities from existing infrastructure.
