Question is does population affect Influence/Culture?
I also read it really doesn't help to have a "Influence" planet (exception maybe near border or planet trying to flip).
As I recall it did in GC2, but as far as I can tell it does not in GC3.
population doesn't affect influence
approval does however. +25% at max approval, -25% at minimum.
If you run the Cultural Festival project, it can affect influence generation indirectly, but only within certain limits.
