Bonus Tiles on Upgrade

Only 2 tiles @ level 3 when playing on Guru level

I'm only getting 2 tiles on upgrade to level 3 when playing scientific on guru level. Was just curious if this is correct, since upgrading to level 4 still gives 3 tiles.
