[1.61] No Diplomacy Options

In this game I'm way ahead of the computer AI (about 30 AI remaining). Anyways I'm so far ahead that I no longer have any diplomacy options. I can purchase things from them for credits but, I can't trade any resources/trade/ships/techs ect... This is like this for all the AI's except for one.
