I noticed that the AI has to spend much less on endorsements than the player does. On tough difficulty my opponent was able to keep up with my endorsements with less than half of the PR clout generation. This makes sense for a harder difficulty, but when I backed up to normal difficulty I noticed the AI was still getting endorsements for less PR clout. I feel normal difficulty should have an equal footing when it comes to this. I had to spend 70 PR clout for my endorsements while the AI only had to spend around 44.
The endorsements work great for a short campaign, but in the longer campaigns PR clout just builds without any use after the endorsements are all taken. There are a few ways to make this mechanic more interesting:
1) Adding more endorsements would make PR Clout more useful later in a long campaign.
2) Adding maintenance cost to outreach centers would discourage early game spamming of these building in an effort to snipe an opponent's usual endorsement plus you could destroy them later once all the endorsements are taken.
3) Making PR Clout useful for something else. PR Clout for extra ad effectiveness would be awesome, or maybe you could force an opponent to lose an endorsement or lower their media bias.
All in all, I'm really liking the game. Would love to keep posting this kind of stuff as I find it it. Is there a better way to post these gameplay bugs/exploits/ideas as I find them?
