Idle Planet

Can someone help with a very remedial question? The game keeps prompting me when I have an "idle colony." I can't figure how to end turn WITHOUT building something new. Can't I simply let the colony sit and continue? Do I HAVE to build until all tiles are full?

If you have production available you have to build something. Suggestions:

Set sliders so you have no production. Chunk it all into research, wealth or a mix of the two.
Build one of the projects, wealth or culture etc. These are not terribly efficient but it's better than doing nothing.
Set your sliders to military and direct your production to a shipyard somewhere nearby.

The Govern button on the bottom left corner of the colony screen allows you to adjust each colonies sliders individually. If you eat up all your unused production in another category the error it will no longer prompt you for idle colony.
