Before I claim this as a bug, if you customize a leader, are you not supposed to be able to research the Universal spells? For those wondering, Universal spells are Heal, Cloud Walk, Summon Ship, Courage, and Reduce Doomsday. I thought maybe, just maybe, that not getting Universal spells might be a price you have to pay for customizing a leader so I figured I'd better ask before reporting it as a bug.
