More LAN Info Needed

Hey - the game looks fantastic!

I live in a 3rd-world country, so downloads/data costs more. I'm able to make a Steam account, but as far as LAN capabilities, can I play totally OFFLINE with another friend sitting next to me who downloaded the game as well? If I have to use data within the game, its a deal breaker due to my situation.

Also, what is the game's download size?
