Have put just over 6 hrs into the game so far and encountered a Bugs. ( Im sure its a bug anyway).

 The Ai (Altarian) had 2 ships orbiting a planet with 57 Hp each, yet their total Hp is over 4 Million. Now im sure its not a tech they researched, or i could be wrong.Needless to say its impossible to take over the planet even though i threw over 30 ships in fleets of 6-8 at it. All the Ai planets had similar HP. Is it me or is this a Bug.

I also found the 50% influence bonus given by the U.P vote to the winning Civ is somewhat overpowered as it now cant be repealed and any planet i do conquer is re-Annexed soon after due to the high level of the influence bonus. I think the time in which a planet is lost is way to short should be at least 30 turns . The other Civs are all but dead, with only a handfull of planets and no military. So now ive found myself in a endless war with the ALtarian resistance. 

Any advic would be great as im not sure whether its part of the game play or a bug.
