Yes, Espionage is not going to be in the base game. There was talk about making making MUCH better than the simple placement of an agent in GC II. With that said I know Paul wanted it to be deeper and more complex. So yes its slated for entry after the game launches. It is likely it will be part of the first expansion as that was also a major feature of one of the GC II expansions.
