Planets would, in this case be able to build constructors and shipyards coudl also build constructors.
The main debate is whether the planet shoudl be limited to a ship that can ONLY build shipyards so that we don't end up with constructor spam.
Personally I would vote for 1 type of constructor. I do not think it is that big of a deal if planets can build regular constructors.This would mostly be a matter of game balance so ultimately that remains to be seen in practice.
But.
For one thing that would probably make building StarBases somewhat more accessible, which is a cool thing. I like the starbases but In GalCiv II, as a warmonger, i often ended up cutting on the support StarBases because I was struggling to have enough ships to match my enemies. Making Constructors available to be built on planets might make them easier to get in practice.
It also makes one less thing to manage in the game. It is already a complex game, this cuts on the amount of stuff without really dumbing down anything. In the same way that I think replacing space miners by constructor is a good idea. One multi purpose ship to do it all. ( I still wonder if a single constructor would be able to build several mines like the old miner, or get used up every times )
