I think what you propose is a bit over the top, maybe make it into a mod as previous poster said.
I like micromanagement and in depth features but I have been turned off before by excessive details in a game. You do no want to scare players aways. There is a way to make a good balance between ease of use, good strategy gameplay and feature depth.
GalCiv II was already pretty damn good in that regard. They did not go over the top in any aspect.
GalCiv III is going to have even more feature, and even more depth than GalCiv II. I think SD know what they are doing and still want to keep it accessible despite all the new stuff. Most of what they added seems fun and relatively easy to grasp, there is just more of it.
But for this reason I think I prefer to wait and see how it plays before giving my opinion on what more could be added.
