They are replacing good vs evil with ideologies. We don't have much information as to what that will be, but it is implied they will leaving the good is dumb model behind.

It should be noted that previous versions of the game was unfortunately hard coded. That meant much of the code was part of the program and not something you could change by altering an xml file. That meant that it would take a lot of work to make it possible to make a new planet improvement that could function like a starport.
