Interesting, that would explain why I never see them then! It's rare for my games to go past turn 200. I assume this could be modded to make them appear earlier?
Change the trigger data from 210 and 260 to something earlier. You could do that for all your games if you like, but you don't want to end up with overwhelming random event syndrome with a random event happening every 5 turns or so, so tread lightly.
