One of the things that really annoyed me in Galciv II was the messages you received from the AI when they were researching a tech. If you plan on including them in Galciv3 could you please leave an option to disable them?
"Now you know why good is dumb! We are researching <some obscure tech that I got long ago>"
It's flavor text, I love it. It adds personality to the other races.
I understand, but I find it a little weird. I only want a way to disable it, not remove it. I don't really think it adds personality though, since they are all mostly the same taunt.

The only change I would want to see is, to make it so that the AI doesn't gloat about techs you already got. Well, that and more of them. Reading the same taunts over and over gets a little boring after a while.
Along with that, the AI shouldn't try to trade you a tech you already have for one you have but they don't, as it often does. In fact, the only time the AI has propositioned me for a tech swap has been empty on their side (the flavor text lists a tech I already have, so it doesn't even populate the list and it makes the offer of a 'trade' just a shake-down to take my tech and they give nothing in return :/).
I think that sounds more like a bug than an intended feature that someone just doesn't like.

A disable button is NOT a bad idea at all, somehting checked in the options, or even at the beginning of a game.
I did find it amusing to a degree, but it was a bit too repetitive, maybe more wit? GC2 had LOADS of wit already, why not add more here?
Yeah, I like it too, it adds a bit more flavor and life to the game.
I feel strongly that there should be an opt in / opt out button for every single feature of the game.
I want to disable any messages that tell me I have lost.
