Perhaps it's just uniquely in my games, but I really find that the AI does not do much in the realm of settling new cities....EVER. I know AI city settling was dialed back so that the game doesn't become a settler-spam war, but I think it's gone too far the other way. AI is stifling themselves by not building at VERY obvious settle locations.
Not sure what/how the AI is governed when it comes to city settling, but I propose that the AI take a more vigorous approach. Here's my idea:
- Already each faction has it's own 'style' of play. I propose to attach settling into that 'style'.
- Have the AI more aggressively settle until it's 'style' objectives have been achieved.
Now to define 'style': For example, Yithral is a very warlike race, therefore his style could be 2 Fortresses and 1 Town. As another example, Paradin is very magic oriented so her style could be 2 Conclaves and 1 Town.
- So far in my thought process, each faction 'style' would consist of 3 cities objectives. However, the factions objective may not be reached simply by having 3 cities.
- Each faction will give each city type (Town, Conclave, and Fortress) a predetermined, balanced percent chance of building each type of city.
- Factions will continue to expand vigorously until there 'style' has been obtained.
- For each city built, the percent chance of the city built (if it meets the style objectives) is split equally and added to the other two objectives.
- Once a faction has achieved its style, it switches to a slower, more picky, more generic settling stance whereas it will only settle GOOD locations if deemed close enough to its ZoC to warrant inclusion into it's kingom/empire.
