Why do some of my cities indicated "3/2" enchantments?

About half of my dozen or so cities indicate 3 out of 2 enchantment slots in the city ledger overview. I've checked them individually, and these are full with 2/2 enchantments, and there are no enemy enchantments on these. Is this a bug?

I saw this awhile ago.  One of the factions (or is it a quest thing?  been awhile) has a unique, very good city enchantment that is dual-propertied and shows as two enchantments on the ledger.  I forget which enchantment it is.

saw this recently too - had a game where i had a hero with 'obsession' spell.   might be tied to it, not sure.

I never paid much attention to it but I figured it has to do with a "multi E" Spell like ArcaneForge which adds 1 Mat' per E. Then throw in the research one that's similar on a 4E city it would show as 6/4.. just an asumption on my part. Never thot about Obsession as it has +poduction and +gilder, so that could read/show as 2 and be counted as +1 as well. So in my example above with all 3 spells it might become 7/4.
