How do I create a custom faction that has Soul Spark? I click the Create Character button, select Periden, then click New, but I can't find anything that will give the new faction Soul Spark.
When you click "Create Character" you're not creating a new faction, only a new sovereign for any existing faction
Creating factions is done from the toolkit in the main menu.
