I have never seen metal to be worth something in the diplomatic menu. Is it ever the case where metal is worth something? Is it that there is too much metal available in the game? Should it be a slightly scarer resource?
Since metal is needed for every non-blunt trained troop that's worth anything, it needs to be pretty common.
If the AI hasn't got much of it I see it valued at 6 per metal. If it's got hundreds of the stuff it values it at zero.
