I had a size six army, led by Queen Procipnee stacked on a pioneer. It was my plan to move both two spaces, exhausting their moves and build a city. The first time I did this, I moved the army first, and then the pioneer. After moving the pioneer, I settled in a city that I created on the same turn that I made my move. The army was sitting on the city's location, but it wasn't in the city. I have no problem with that. This behavior has been addressed elsewhere. However, the second time I did this, I moved the pioneer first and settled the city. I then moved the army to that location, and it ended up inside of the city. Since the two stacks moved on the same turn, it seems to me that the result should be the same.
