Settings are huge world, ridiculous world and all AI sovs, my custom sov vs. the 4 default AI empire sovs, resources/mobs/etc. at one step above normal. Win7 64-bit.
I have 3 cities, and by our relative scores I'm guessing Magnar only has 1 or 2. His score has been relative unchanged for the last 50 or so turns, suggesting he didn't have cities that were captured (and no messages to that effect).
It appears Magnar is spamming outposts instead of cities, as seen in the following pics. First, at least 2 outposts (the yellow bordered 5x5 areas) south of his starting area, when there are a number of good city sites nearby:

The '0.51 proposed changes' thread mentions pioneers will cost gold instead of pop, in part because the AI is not competitive with pioneer-pop. From what I'm seeing the real problem may be the AI spamming outposts way too often, and changing pioneers from pop to gold may not help (sufficiently). Regardless, this outpost spam in lieu of creating cities is a problem.
