Stardock's last attempts for German localizations in cooperation with Paradox (and later with the infamous Kalypso Media) were nothing but a pain and really did some harm to the company's reputation amongst German gamers. Some translations were missing, others were stupid and some changes to the XML files even resulted in bugs (broken tech tree) not present in the original version of the game.
I believe part of the problems was the attempt to outsource localization and combine it with regional distribution at the same time. I also think the outcome of affordable "professional" localization work was overestimated. Ironically at the same time some inofficial community translations showed a lot more passion to the game and it's setting but IIRC were never merged.
I would like to see German versions of coming Stardock games, too. Supporting (not money, just encouraging!) community projects and including the resulting files in their upstream release in case of success seems the way to go. May of course need some preparation and therefore coding hours for localization in the first place, but of course wouldn't be limited to German only.
