1) You can work to maintain good relations, and it has SOME effect. Unfortunately, this effect is rather small, and while it can be useful for making sure that a similarly-aligned nation does not attack you, it will not make you much safer from a more powerful, opposite-aligned neighbor.
And on top of that, once that opposite-aligned nation attacks you, everyone more powerful than you is likely to join, at least on Expert and above. So, yes, in most cases, if you are actually spending Gildar or resources on diplomacy, you are wasting your time. Not always, but most often.
2) The idea of a diplomatic victory is that 'they lived happily ever after'. I.e. you do not become ruler of the world, but you remain the monarch of a prosperous nation in a world of peace and cooperation. If this is not for you, you should not be working for a diplomatic victory.
