[0.86][Question] How do I dispel city enchantments (curses)?

Am I missing dispel magic?  How do I dispel enchantments  against my city?

While I'm at it, is there a way to dispel troop buffs?  Not that it is a big deal, but I'm curious if I can get rid of my opponents' obscure fog or whatever he casts to try and hide his troops.

If Ceresa cast a curse city on one and my cities and later I destroy her faction, is the curse supposed to remain there forever? Having a city cursed forever feels very annoying.

Anyway: "I find disturbing your lack of Dispell."
