Could not build the shard improvement on a death shard. Had an Air shard in my territory, researched shard harvesting, built the improvement <forget the name> on that. Then my boarders expanded and an earth shard came into my territory. Did not want an earth shard so i cast the spell to change it into a death shard. It became a death shard. When i hilighted that tile the "build" button was there but when i clicked on it nothing would happen. Construction would never start. Hit next turn a few times but every time i went back to it to try and build hitting the build button never initiated construction.

Bug or am I missing something?
