Resources and notable locations; Broken?

I've just returned to see if this game after not playing for a few months and seem to have found it in a more bugged and broken version.... Are you supposed to be able to build on resources out of your cities influence zone now? Even though the game says its not possible? Also now I can get the items from notable levels far beyond mine, is this also broken? If these are bugs how are they not fixed yet? I do not like this broken version and would like to know if others are having these issues and what stardock's take on this is. I apologise if there are other posts about this I've missed.

I know that i recently reinstalled EWOM and updated it and so far the only thing ive had to change is the single unit/party unit button

that had 4 units in place of building a single lol who wants to build 4 scouts at a time.. In relation to ur post I have been able to build farms on

a orchard and apiery for bees inside my kingdom influence. not sure if thats the same radius as my city i forgotr. have had any experience with

the notable level problem.

The turn before influence growth shows on the adventure map, the growth actually occurs, so even though it looks like you build outside your territory, mechanically you haven't. Also, the way notable locations work was deliberately changed so that you don't need to raise notable levels to visit any notable location still on the map - however researching quest-related techs can still spawn new notable locations, so it still isn't a wasted tech.

I've always have been able to build on resourches that touch the zone of influence of a city, looks like a bug to me

haven't tried to visit notable locations over my level, can't tall about this one
