I'm playing Kingdoms in version 1.3. As I conquer my enemy and capture cities, my prestige per city drops exponentially. Now with roughly 14 settlements (most are my enemy's), my city growth is limited to .1 per season.

I have researched all city prestige enhancements like the theater an pub. Most of the settlements have these features yet i'm still stuck at .1. The only way I have seen around this is to raze the cities as I take them but should that really be necessary?

Please advise.
