if you or your spouse levels up...

... will the children you have AFTER leveling up tend to have higher attributes than the children you had BEFORE leveling up?

The short answer is yes since the stats of children are based off of the parents abilities at the time they are born. There is some randomness involved as well so there is a potential range of results.
