Has anyone else noticed that sometimes you are unable to build a city addition on an empty tile?
I already searched the forum and checked the usual things:
1) 8 tiles away from the nearest city on that side.
2) No forest or hill
3) No road running through it from a caravan. (one will be setup shortly though between the 2 cities.
But wait, there is more. When I started this game, I save off a initial save in case I wanted to restart the game on the same map. The first game, I did not see this issue. When I reloaded to this initial save (1 turn after capital being settled) I run into this issue. I tried a few things such as deleting all the buildings, etc and seeing if I had hit some kind of cap but no joy.
The tile in question is next to a farm that I have built up (same as previous game).
I have seen this occur in a few other places in other games where a tile was clear, flat and not even close to a city +5 limit. IN those instances I was able to settle a city on the tile but not build any additions if I settle next to the tile and try to build on the "bad" tile.
I am running 1.1 by the way.
In assistance or way to get around this would be appreciated. This is game breaking for me since this is near my capital and space management plays kind of a critical role in a game like this IMO.
