I've been playing the new version for a few hours and I have 6 cities.  One city - the Capital has 300 population and -35 citizens, another city has 57 population, -20 citizens and all the other cities has 0 population and some negative number of citizens.  I can build stuff in any of the cities.  I am confused.  What is negative citizenry?  What is going on???

In general I like the direction for magic but it is still unbalanced.  The population-citizen thing is obviously either broken or nonsensical.
