Early in my game last night i captured an enemy city (his only one). I started building and managing it and noticed it was only level 1. My other cities where all at level 3. When i moused over the level progress bar which was pegged it said that the city was at it's max level??? I built it up to where it had over 100 population and more huts for expansion but it wouldn't level up?? Can captured cities be leveled up or do they always remain at the level they were when you captured them? Was i doing something wrong...again???
