A couple questions

Just a few questions I have not been able to find the answer to.

1. What is a Destiny's sliver for? I had like 10 in one game and never ran across anything to do with them.

2. Are research items like The Lost Bounty, which is supposed to get you more food nodes, supposed to keep helping you throughout the game or just provide a node or 2 and never help again?

3. Why are there places to build cities that they can't go beyond level 1? I see the AI do this all the time. They build one city never get it past level one and never leave it. I have run into them close to end game and have just killed 6 champions(the dynasty) and then been unable to expand the city.

From what I understand of the "reveal resource" techs they'll reveal them all over the map. But that's just my assumption.

Those level 1 cities are minor factions. They aren't supposed to grow. They are there because they have a unique unit type you can train if you capture the city (although to me it seems only empire can use those)
