Quests spawning in bunches everywhere!!! Way to many!!!

They are all over the place together in bunches the number and frequency need to be toned down!

Yeah, kinda seems like after a certain point, the low level stuff stops spawning and gets 'saved' until you trigger some of the higher ones. At which point, BAM! the backlog pops in.
