The exclamations show up when either: A) you're city expanded and now encompasses them and you can build them or 
if you researched the adventure stuff and chose a thing that shows new resources
To get them to go away, look at the right side of screen and click the pictures - They should expand and one will have the exclamations, click them and they are gone. Or just build on them. When the building is done they go away,
