theres a little bug where its possible for me to get all the positive attributes for a faction.
heres how i did it:
load a custom faction
then click on any trait, then uncheck it
then change race, you'll end up with any trait that you checked and unchecked while getting refunded for the points.
shows up in new game, and the faction will have all the traits that you glitched.
