Am I correct that you cannot change the gender of units trained at cities? Things like peasants, pioneers, guards, observers, scouts, etc. always seem to be male.
This is something I'd like to see changed, if I'm not missing how to do it.

You're not quite correct. There's an "Egalitarian" trait when creating your Sovereign that allows you to train female units. If you select that trait, each time you open the unit design screen your template will randomly be either male or female.

Unfortunately it seems that you can only get female units if you use select a race with the "egalitarian" trait. The rest of the races are sexist as far as it seems.
If women are out working, then who's going to cook dinner?

It seems kind of bizarre to "charge" someone for the ability to create female units.
Is this something that can be easily modded?

So you got something to look at when your talking to 'em!
You can add the <SelAbilityBonusOption>EgalitarianBonus1</SelAbilityBonusOption> to all races in your CoreRaceConfigs.xml . That should be working. Currently only Tarth seem to get it by default.
It charges for the ability to draw soldiers from your entire population instead of just the male portion. Basically you can have bigger armies.
Interesting. I had no idea that it had an actual gameplay effect. I thought it was purely aesthetical/flavour. You see, this is why proper descriptions are needed.
