Why wait until modding beta? You can do it right now.
Just look at your units directory in my games\elemental in your documents folder.
Go nuts.

I think what the OP wants though is to mod in having more points to use for Sov Creation (which I'm sure is in the XML too somewhere) or is that part done in Python in a core file somewhere? I haven't actually tried to locate that specific file yet.
I'd also like to find out where the random map generation parameters are located at in the file structure. This way if I want I'll be able to auto generate a certain type of map without having to go into the map editor and place things I want on the map by hand and I can have it randomly generate maps with more types of the things I want on them. I.E. More land and less water, higher percentage of goodie huts (or lower), higher percentage of Shards appearing, etc etc.
