Thank goodness. I have absolutely no qualms about buying expansions, but I despise nickle-and-dime DLC for two reasons:
1) Expansions are usually well-rounded with content for everyone (mod tools are updated, maybe a new campaign, certainly new monsters, new multiplayer modes, etc). You buy it and you get lots of new content to play with. It's also easier to keep everyone on the same page.
2) Can you imagine how hard it would be to know if you could use a mod, when it would depend on which content packs you had (looking at you, Sims).
Plus, DLC packs just seem.... cheap to me. An expansion, I dig. DLC content, it really feels like the developers built the game to milk the people who want to expand the game.
