Show some respect. Hoes are farm & garden tools. Hos are working women, many of whom need knife skills as a matter of workplace safety. And Procipenee's just 29.8 percent of the way to RTM.
The behavior sounds like a [Gameplay] bug to me, regardless of which sovereign might do it. Unless the 'insane' trait remains and is in play, and in that case I'd still like to see the diplo dialog remind players that they are hearing from a crazy person.
LoL hey, I never said I didn't like Hoes. Before I was a married man I knew lots of Hoes and valued their friendship greatly 
Hoes provide a much needed service to the community.....unless of course they say they're friend then lead a hostile army to your door-step.
Note: I like your idea of having the game remind you in diplomacy that you're talking to someone with the "Crazy" trait. Maybe put the word "Crazy" off the side somewhere in quotations? Either way, good idea.
