Actually the Capitar remind me of the Bannor. Very passionate (European Romanticism), and Very focused on Laws and Ettiquite.
Basically they would act in ways similar to Frederick the Great of Germany combined with Richard the Lionheart. Their first course of action is "marry your daugher to my son", their second action is "sign this paper to become my Vassal ... I mean ally" ... and to their enemys (and any rebels) they send masses of young people on a Calculated Crusade.
Basically kings of "Diplomacy" but certainly not weak. Probably prefer keeping their own people on a short leash of harsh Legalism and Aristocracy, and Prefer to send in Hoards of Mobs as opposed to small groups of elites. Official Crusaders of the State would be their heroes, most likely.
any invididual Hero would likely be akin to Dante Alighieri, Donal Lugh, or Suzaku ... the fearless "invincible hero" that combines brainless devotion with Amazing tactical skill to become a Demagogue to the people ... even if they lack proper strategic intelligence. Thats for "other" people like Zero, Virgil, Capria, or the Sovereign. I mention Dante merely b/c he was a crusader ... however Donal Lugh and Suzaku are less well known but greater character analysis. Great Loyalty and Devotion, willingness to sacrifice themselves, serve as a Demagogue to recruit scores of more candidates for the meat-grinder, or the political machine. Also can be lavished by the Government, while loved by the people, in order to quell a dissenting populace because they just lavished the Hero of the People. Kind of like a Western Imperial Guard?
