The most advanced faction depended on who was writing the episode at the time. One week it would be the feds next the dominion then the breen. Yada yada, and so on.
From my point of view the Feds, and Dominion are about equal as far as tech goes. Dominion had the advantage for a while. The Feds have an uncanny ability to adapt to almost any threat... just like the borg. Next would be the Klingons, and Cardassians. Again they are about equal. Both being martial society's thier strength is in numbers, and the ability to build cheap but effective warships.
Romulans are not really as advanced as thought. Thier ships are about as combat worthy as the klingons. Except there are not as many of them. The cloak is thier only saving grace. While the Klingons have cloak as well they dont use it like the romulans do. Since it is dishonerable to hide from a fight. The DDeridex a big ship went down way too easily in most episodes. The "bigger is better" theory obviously didnt work in the dominion war. The valdore got pasted in just a few shots. The romulans really specialize in covert ops. In the mod the romulans "corrected" the dominion war setbacks. The DDeridex will be as powerful as she is supposed to be, and wont go down to a few jemmy bugs 
Trek XI definetly had quite a few "flaws". Biggest one was 8 billion vulcans dead, Vulcan destroyed, and no one does anything to try and fix it. Especially spock prime who of all people would know how to fix it. Nobody seemed to give a damn except young spock. Of course we know the real reason why the timeline is remaining....reboot. Then the new big-e herself being bigger than the prime universe galaxy class (fx scaling errors of the shuttle bay and engineering). Delta vega relocating from the edge of the galaxy to become a moon of of the late vulcan.. which also just happens to be a class M world. Also if vulcan was sucked into a black hole...um wouldnt delta vega be destroyed as well since it was in such close proximety? (thrown out of orbit...gravity wave? or some other technobabble), and how was it that scotty knew nothing about vulcans demise being right there as well? Dont get me started on the "brewery" engineering section (complete with concrete floor) with convienient "escape hatch's" just in case some idiot beamed into the coolant pipes.
Romulan civilian mining ships with enough firepower to take on a TNG era starship..hmmm Perhaps the Narada should have been on the front lines in the dominion war. She sure took quite a bit of punishment.. rammed by 2 ships, and stayed pretty much in 1 piece.

Galaxy spanning supernova in the late 24th century.... Perhaps it wasnt a supernova at all. It was the incomming PARADOX that wiped out the timeline as we knew it.
I could go on and on but there really is no point. Whats done is done. It wasnt a "bad" movie, but all the little "flaws" are really beginning to stick out now.
What killed SFB for me was the relentles carrier, and PF spam. Along with the ridiculous fan additions.
