You must not have turned off the Influence Victory condition.  Though the easiest way to check is to go to the Victory Conditions screen and make sure they all say "Not Enabled"

If you want to finisht that game, just declate war on them. You can't win an influence victory if you are at war with a major civ (minor civs will not prevent winning).

Skinny,

That's weird. I also turned off my other victory conditions because I didn't see how I could achieve a military victory if I had the cultural win on. The cultural win would kick in well before I could finish a military victory. I didn't have that problem. Wish I could say something helpful, but I don't know what to do, I just chimed in to commiserate.
